Air Transport and General Travel Advisory – as of January 2013

This update contains important information from IDX regarding the transportation of Lithium Ion batteries based on ICAO/IATA 54^th Edition of IATA DGR, which is effective as of January 1^st, 2013.  The latest rules affect how Lithium Ion batteries are carried on-board passenger aircraft as well as the way they are classified, labeled and packed when transported by air cargo.

General:

• Battery has passed the “UN manual of Test and Criteria, Part III, subsection 38.3” test
• Battery is produced based on quality control program: ICAO TI 2;9.3.1(e)
• There are no more than 2 batteries in a package. 
• There is no over-package weight limit.

Package:

• Please cover the contact pins to avoid shortage.
• Battery is packed into an inner package, and then it is packed into a strong package.  (UN performance packaging will not be required.)
• The package MUST pass a 1.2m/3.93ft drop test.
• Label/Marking /Documents:
• “Lithium battery Handling Label” MUST be displayed on the package.
• “Lithium ion batteries in compliance with Section II of PI 965” must be written on the AWB.
• Declaration for Dangerous Goods is not required.
• Declaration for NON-Dangerous Goods is required with four following items:
  • The package contains lithium ion cells or batteries.
  • The package must be handled with care
  • Special procedures must be followed in the event the package is damaged; this includes inspection and repacking if necessary.
  • Outer packaging must have a “Lithium battery Handling Label”, and “Over-Pack” must be marked on the box.

• Carry-on Baggage

*Lithiumion batteries as check-in baggage: You cannot check-in any spare batteries as baggage regardless of the battery watt hour (Wh) rating.  However, if a battery is less than 100Wh and is physically installed or attached to a camera or equipment, you can transport this as check-in baggage.  (Please see a check-in baggage section of this document.)

• Air Cargo

*ENDURA ELITE contains two removable PC-14 power cartridgesrated at 68Wh each.  Its design allows simple removal of one cartridge from the battery casing prior to transport.  Pack safely and re-install the cartridge after travel.

• Please confirm with your airline carrier to determine any local rules and policies before traveling.
• Please do not use PowerLink (batteries linked together) during transportation of equipment.
• Equipment must be a personal electronic and/or mobile device only 
• ENDURA ELITE contains two removable PC-14 power cartridgesrated at 68Wh each.  Its design allows simple removal of one cartridge from the battery casing prior to transport.  Pack safely and re-install the cartridge after travel.

There is no limit to the number of IDX batteries a passenger can carry as baggage onto a commercial airliner (each is less than 100Wh including the disengaged ENDURA ELITE (PC-14)power cartridge battery.)  IDX Lithium Ion batteries listed in the table above are suitable for carry-on baggage under the 2013 IATA regulations.

Spare batteries must be safely transported and individually protected to prevent short circuiting.  Place the battery in the original packaging, plastic bag or protective pouch-packaging that completely encloses the battery.  Exposed terminals must be covered with tape or a protective cover.

Passengers cannot check-in any spare batteries regardless of the battery watt-hour (Wh) rating.  However, if a battery is less than 100Wh and is physically installed or attached to a camera or equipment, it can be checked-in baggage.

IATA Dangerous Goods Packing Instruction 965 Section II guide lines:

1. Please use “2pc-package” which passed a 1.2m/3.9ft drop test. 
2. “Lithium Ion Caution Label” should be labeled on outside of a shipping package. **
3. “Lithium ion batteries in compliance with Section II of PI965” should be stated on AWB.
4. Letter of PI Certificate must be filled out by shipper.
5. When you ship more than 2pcs of batteries, please pack the “2pc-packages” in a shipping package and state “OVER PACK”.   

**The box weight includes packed equipment and all carton and packing materials.
